රුසියාවේ ගරැ ජනාධිපති ව්ලැඩිමීර් පුටින් මහතා විසින් සරල කරන ලද රුසියාවේ පුරවැසිභාවය සහ විදේශීය ශිෂ්‍ය අර්ධකාලීන රැකියා කිරීමේ අවසරයේ නිවේදනය.
රුසියාවේ ජාත්‍යන්තර සිසුන් සඳහා රැකියා අවස්ථාව.
නව නීති රීති වලට අනුව විදේශීය සිසුන්ට අර්ධකාලීන රැකියා කිරීට වැඩ කිරීමේ වැඩ බලපත්ත්‍රක් ( Work Permit ) අවශ්‍ය නොවේ!
මෙම තොරතුරු "රුසියානු සමූහාණ්ඩුවේ නීතිමය තොරතුරු පිලිබද නීතිමය තොරතුරු රාජ්‍ය පද්ධතියේ" "Official Internet Portal legal information State system of legal information of the Russian Federation" යන නිල වෙබ් අඩවියේ ලබාගත් පිටපත්ක් වේ.
රුසියානු ෆෙඩරල් නීතිය අංක 16-FZ දින 2020.02.06 අනුව රුසියානු සමූහාණ්ඩුවේ විදේශීය පුරවැසි නෛතික නීති තත්ත්වය පිළිබඳ “ෆෙඩරල් නීතියට කරන ලද සංශෝධන මත” රුසියානු වෘත්තීය අධ්‍යාපනයේ ඉගෙනුම ලබන විදේශීය පුරවැසිභාවය සහිත හෝ රහිත ශිෂ්‍යයන්ගේ රුසියාවේ රැකියා සඳහා වන ක්‍රියා පටිපාටිය සරල කිරීම මින් සිදුවේ.
විදේශීය ජාත්‍යන්තර සිසුන්ට අර්ධකාලීන රැකියා කිරීමේ අවසරය අතිරේක ලියකියවිලි ගොනු කිරීමකින් තොරව සහ වැඩ බලපත්ත්‍ර (Work Permit) නොමැතිව රුසියාවේ ඉගෙනුම ලබන අතරතුර සිසුන්ට රැකියා කිරීමට දැන් අවස්ථාව හිමි වනු ඇත. රුසියානු පාර්ලිමේන්තුවේ හඳුන්වා දී ඇති මෙම නව නීති සංශෝධනයට ස්තූතියි!
රුසියාවේ ගරැ ජනාධිපති ව්ලැඩිමීර් පුටින් මහතා අත්සන් කිරීමෙන් දින 180 ක් ගතවීමනේ හෝ 2020 අගෝස්තු 4 වන දින සිට සිසුන් සඳහා වර්තමාන රැකියා අනුමැතිය සහ වැඩ බලපත්ත්‍ර අවශ්‍යතා නීති ලිහිල් කිරීමේ නව නීතිය ක්‍රරියාත්මක වේ.
The PIE (The Professionals in International Education) වාර්ථාවට අනුව, රුසියාව ජාත්‍යන්තර සිසුන් සඳහා ලෝකයේ හත්වන ජනප්‍රියම ගමනාන්තය රුසියාවයි. ජාත්‍යන්තර අධ්‍යාපන ආයතනය විසින් රුසියාවේ රටවල් 170 කින් ජාත්‍යන්තර සිසුන් සංඛ්‍යාවක් ඇතිබව 2019 දී ඇස්තමේන්තු කර ඇත. මේ අතර චීනය හා ඉන්දියාව ඇතුළු රටවලින් පමනක් සිසුන් 335,000 ක් පමණ ඇතිබව වාර්තා වේ.
